You do not own the files of GOG games (even if you have more rights on GOG games than on Steam games). Right to ownership is not limited by the authentication of the owner. In the case of DRM free files, you dont need a connection to be able to exercise the access right. And no matter what, you need to authenticate to access the game. In the case of Steam, you need to tamper with the DRM to be able to install the files on a different system. GOG follows a DRM free policy, so you can load the installer on a disc. That's the thing: they delocalized the installer, and made it inaccessible. The same happens when you install the game through GOG, or a physical copy. It doesnt distinguish between rights and obligations, but that's because (clearly) the guy who wrote this is not a lawyer.
